a crisis.

They could have sent in the military. At least they wouldn't let a little bad weather stop them.
The best thing you can do to
avert the effects of a major crisis is to spend a little of your time and some of
your resources in advance in order to deal with a crisis when it happens. You may not want to rely too heavily on someone else to show up with a helping hand.
On a more personal note, I
don’t care for bad weather either and prefer to stay home when the weather is
bad.
